A method for assigning rights of issuing rights object and a system thereof are provided to control an LRM(Local Rights Manager) with only permitted operation efficiently by making an RI(rights Issuer) to issue a letter of attorney to the LRM. A CA(Certificate Authority) issues a certificate to an LRM, and the LRM request mandate from the LRM. The RI processes the mandate request message, and sends the mandate response message to the LRM. The LRM gets contents from another DRM(Digital Rights Management) and transfers the transfer request message to a DRM agent. The DRM agent processes the transfer request message.
