PROBLEM TO BE SOLVED: To provide a cathode for electrolytic treatment where waste water which contains all or any of selenate ions, tellurate ions, selenite ions, and tellurite ions by the concentration of 0.1 to 1.0 mg/L is surely treated until the total selenium concentration and the total tellurium concentration become≤0.1 mg/L, and having continuity that performance is not deteriorated by cleaning or the like, and to provide an electrolytic cell. SOLUTION: Disclosed is an electrode used as a cathode 2 or an anode for electrolytic treatment to water where at least one or more kinds selected from selenate ions, selenite ions, tellurate ions, and tellurite ions contained in water are reduced into the form of a 0-valent solid element, so as to be precipitated by electrolysis using a metal oxide semiconductor as a cathode, and selenium and/or tellurium is separated and recovered from the water, and the ratio of the surface area/volume in the electrode is≥40 cm<SP>2</SP>/cm<SP>3</SP>.
