PROBLEM TO BE SOLVED: To provide a rubber composition for a flame retardant belt which uses red phosphorus as fire retardant, which is of high hardness and high rebounding nature of a rubber property, and which controls generation of toxic gas and has low smoke emission and flame resistance, without spoiling its excellent extrusion processability. SOLUTION: The rubber contents of this rubber composition for a flame retardant belt are obtained by compounding 20-70 pts.wt of rubber reinforcing agent (C) and 2-50 pts.wt of non-halogen flame retardant (D) to 100 pts.wt of rubber contents (A) + (B) consisting of vinyl-cis-polybutadiene rubber (A) of 1-30 mass% of a specific syndiotactic-1,2-polybutadiene crystal fiber (b), wherein the average fiber length of the crystal fiber is 200 nm or less, the average aspect ratio is ten or less, the number of the crystal fibers of the fiber length of 200 nm or less is 90 or more per 25μm<SP>2</SP>, and the fusing point is 170°C or higher, and of 99-70 mass% of cis-polybutadiene rubber (a), and of diene rubber (B) other than (A).
