<p><P>PROBLEM TO BE SOLVED: To provide a driving evaluation device, a driving evaluation system, a computer program and a driving evaluation method, for evaluating driving based on a traveling state of a vehicle near a crossing. <P>SOLUTION: This driving evaluation device 30 decides whether the vehicle is in a dangerous traveling state or not based on speed of the vehicle, a distance to a stop line, and yellow light start time and a yellow light time or the like of a traffic signal. When the driving evaluation device 30 decides that the vehicle is in the dangerous travelling state, the driving evaluation device 30 obtains probability of plunging into the dangerous traveling state, probability of speed excess of the vehicle, probability of acceleration excess, probability of deceleration excess, driving operation probability of deceleration after acceleration, acceleration after deceleration, or the like, probability of crossing entry in a red light, probability of stop position excess, and probability or the like of delay of acceleration or deceleration, and stores their data.
