<p><P>PROBLEM TO BE SOLVED: To easily obtain a selection of a nano cell base station device in preference to a micro cell base station device. <P>SOLUTION: A reception part 86 receives a first list associated with a request for position registration transmitted from a terminal device to a first base station device, the first list indicating the base station device captured by the terminal device. A selection part 88 compares the received first list with a second list in which a base station device making a contract with the terminal device is indicated, to select the contracted second base station captured by the terminal device.
