PROBLEM TO BE SOLVED: To lessen load of an air conditioner or the like by taking outside air having even a little lower temperature into a room when it is hot such as in summer, to further lower the temperature by simply cooling the taken outside air without a large-scale apparatus for performing heat exchange such as pipe equipment and heat storage equipment, and to achieve satisfactory ventilation. SOLUTION: An underfloor structure is air-tight, and a floor concrete 11 is formed in contact with the earth as a concrete foundation whose surface is exposed to the underfloor so that the underfloor is cooled by soil heat. A comparatively cold outside air outside of a building is introduced under the floor from an air inlet 34 penetrating through a wall 26 by a fan housed in a box 29, the temperature is lowered by contact with the surface of the floor concrete 11 cooled by the soil heat, and ventilation is performed by introducing comparatively low temperature air into the room by a floor supply opening 14.
