PROBLEM TO BE SOLVED: To provide a communication device which does not damage the mind and body of a user by the sound of a large volume in case an emergency earthquake announcement by earthquake occurrence is received and also the user is on the phone. SOLUTION: The communication device of this invention is provided with a first communication unit including a network card and a wireless LAN apparatus, etc., connectable to a communication network. The communication device is also provided with an evacuation instruction unit that receives an emergency earthquake announcement distributed by the Meteorological Agency from a wide area communication network such as the Internet using the first communication unit and outputs character images or sounds for the instruction of evacuation. Also, it is provided with a communication state determination means for determining whether the communication device is during a speech communication process when receiving the emergency earthquake announcement. When it is determined that it is during the session by the communication state determination means, a volume adjusting means sets the upper limit of the output volume of a sound output unit. Speech communication sound and evacuation instruction sound are superimposed and outputted or retransmission is performed after forcibly disconnecting the speech communication and a routine message is transmitted to a transmission destination.
