A system and a method for providing a mobile communication terminal with an optimal routing based on camel are provided to reduce the burden the cost for a roaming service by supplying an optimized routing based on camel. A camel application message including a home network number transmitted from a partner network is received(S201-S204). When a receiving terminal is placed in the partner network, a temporal phone number is transmitted to the partner network(S205-S209). Based on the phone number of the home network, the routing information of a mobile switching center where a receiving terminal is placed is obtained. The routing information is transmitted to the partner network.
