PROBLEM TO BE SOLVED: To provide a resolution increasing device and method for preventing the occurrence of distortion in a converted image. SOLUTION: This resolution increasing device includes an acquisition means for acquiring an image from an image source; a first setting means for setting a plurality of pixels in one or more frames included in an image as pixels under consideration; a temporal high resolution pixel value calculation means for calculating a temporal high resolution pixel value the number of pixels of which is larger than the number of pixels included in the frame in which the pixels under consideration are set; a corresponding point calculation means for calculating at least one or more corresponding points of the pixels under consideration with decimal precision; a first pixel value calculation means for calculating a pixel value with high resolution according to the error between the pixel value of the pixel under consideration and the pixel value of the corresponding point; a distortion determination means for determining the distortion of the image based on an image which has been subjected to pixel value calculation processing N(N>0) times by the first pixel value calculation means; and a second pixel value calculation means for making the number of times of the pixel value calculation processing with respect to a determination section whose distortion is determined to be large smaller than the number of times of the pixel value calculation processing with respect to any section other than the determination section.
