PROBLEM TO BE SOLVED: To provide an optical substrate, wherein positioning is performed at a low cost and with high precision in mounting optical wiring, an optical element and a mirror structure, so that optical loss is reduced, and the entire optical substrate is made thin to enable high density mounting; and also to provide a method of manufacturing the optical substrate. SOLUTION: In the method of manufacturing the optical substrate having at least one layer of the optical wiring, an opening part for positioning is formed, for the purpose of mounting a mirror structure and the optical wiring, by using a photosensitive resin for a mounting board, thereby positioning of the optical wiring and the mirror structure is performed at a low cost and with high precision, and optical loss is reduced. In addition, the optical wiring and the mirror structure which are normally formed on an insulating resin can be formed on a plane same as that of the insulating resin, so that the entire optical substrate is made thin and high density mounting is made possible.
