PROBLEM TO BE SOLVED: To provide a device and method for improving the reduced load operation of a steam turbine 10. SOLUTION: This device comprises some low-pressure sections 15, 16 and a flow control system 17 so operable as to restrict the flow of steam to at least one of some low-pressure sections 15, 16. This method comprises a step of forming some low-pressure sections 15, 16, a step of forming the flow control system 17 so operable as to restrict the flow of steam to at least one of some low-pressure sections 15, 16, and a step of so operating the flow control system 17 as to restrict the flow of steam to at least one of the low-pressure sections 15, 16 when a load is reduced to a predetermined value or below.
