An apparatus and a method for managing the mobility of a terminal based network are provided to recognize a link-local address for transmitting home network prefix information to a correspondent terminal even when an access link is a share type. A connection sensor(210) senses the connection state of a terminal by receiving a mobility management policy information as to a terminal(10). A terminal information acquiring unit(220) transmits the proxy binding update message of a terminal to a local anchor(40). A message transmitting unit(230) generates a router advertisement message including the home network prefix information, and a message transmitter transmits the router advertisement message to a link-local address of the terminal.
