A manufacturing method of an embossing-roller and a device thereof are provided to keep the regular thickness of a plating layer by performing the plating while rotating in the vertical state. A manufacturing method of an embossing-roller comprises: a step of manufacturing a silicone tube(200) with a silicon plate with a pattern of a sample plate; a step of giving the conductivity by coating conductor mixture(22) on the inner circumference of the silicone tube; a step of plating the conductivity inner circumference of the silicone tube by the electroplating; and a step of inserting an axis into the plated pipe. The conductor mixture of the fixed thickness is coated on the inner circumference of the silicone tube during the conductivity grant step. The conductor mixture has ATO(Antimony Tin Oxide) and silver power.
