A complex for treating cancer is provided to reduce side effect by coating a polyethyleneimine with anion polymer and improve the anticancer effect. A polyethyleneimine of complex for treating cancer is coated with anionic polymer. The anionic polymer is biodegraded by hydrolase. An amphiphilic derivative of polyethyleneimine is formed by the amide bond between the polyethyleneimine and hydrophobic molecule. The hydrophobic molecule is selected from a group of retinol, bile acid, cholesterol, tocopherol, antirhachitic vitamin and vitamin K.
