A method and an apparatus for selecting modulation and coding mode index, and a communication system for the same are provided to perform an optimized modulation and coding by selecting a coding rate after comparing frequency selectivity of a receiving channel with a predetermined critical value. Frequency selectivity of a receiving channel is measured(S501). The frequency selectivity is determined by comparing a predetermined frequency selectivity critical value(Ts)(S502). A low coding rate is selected as a coding rate for being applied to adaptive modulation and coding in case the frequency selectivity of a channel is more than the predetermined frequency selectivity critical value(S503). A high coding rate is selected as a coding rate for being applied to adaptive modulation and coding in case the frequency selectivity of a channel is less than the predetermined frequency selectivity critical value(S504).
