A rolling system for manufacturing a plate and a milling method using the same are provided to make the production line simple and reduce the work time and cost by making a cutting process consecutive to a rolling process. A rolling system for manufacturing a plate comprises a transfer apparatus which rearwards transfers a steel sheet(121) back and forth, a rolling mills(122a,122b) which are arranged in the fixed position of the transfer apparatus and roll the steel sheet to the specific thickness, and a cutting unit cutting the steel sheet rolled by the rolling mill. The cutting unit includes a rotary cutter, a detector detecting the position of the steel sheet rolled to a first thickness, and a controller which controls the rotary cutter to cut the steel sheet based on the detected position.
