A quinoxaline derivative is provided to a light emitting element, light emitting device, and electronic appliance having low driving voltage and power. A quinoxaline derivative is denoted by the general formula G11. In the general formula G11, Het is substituted or non-substituted five cyclic ring, substituted or non-substituted condensation ring containing five cyclic ring; Ar1 and Ar2 is substituted or non-substituted arylene group of 6-13 carbon atoms; Ar3 is five cyclic ring aryl group of 6-13 carbon atoms; and R1 is alkyl group of 1-4 carbon atoms and substituted or non-substituted aryl group of 6-13 carbon atoms.
