<P>PROBLEM TO BE SOLVED: To deal with a change of acceptability for an information receiver in accordance with a relationship between a requesting user and a requested user, or a state of a requested party to be an information receiver according to a system processed by processing by a plurality of people. <P>SOLUTION: In making a processing request, on the basis of emotion information and change history of the emotion information about a requesting user, a state of the requester is estimated. Otherwise, as the need arises, by combining it with the requesting user's request timing history thus far, the state is considered as a relationship between the requesting user and the requested user.
