<P>PROBLEM TO BE SOLVED: To provide an advertisement management system capable of adopting an advertisement technique of a contingency fee type even in an advertisement field by printed advertisements, and an advertisement management method. <P>SOLUTION: A management server 4 issues an identification code image Q which is an identification code image to be printed to a printed advertisement P and includes at least URL information to access a product order acceptance sub-system 20 and identification tag information corresponding to an advertisement publisher. An advertisement agent side information terminal 2 issues the identification code image Q and carries it on the printed advertisement P. A consumer side information terminal 3 reads the identification code image Q, accesses the management server 4 on the basis of the read identification code image Q, and places an order for a product.
