PROBLEM TO BE SOLVED: To permit or inhibit the use of an external interface when a specific terminal makes a request for the transmission of content. SOLUTION: A portable telephone terminal 100 makes a request for the transmission of content to a management server 110, and the management server 110 accepts the transmission request of content from the portable telephone terminal 100, and acquires the content from a Web server 120 for storing the content whose transmission request has been accepted. Then, when the portable telephone terminal 100 which has made the transmission request has the use authority of a function using an external interface, the management server 110 transmits the content to the portable telephone terminal 100 without performing the deletion processing of a tag for starting an external interface included in the content. Then, the portable telephone terminal 100 starts the external interface based on the tag for starting the external interface from the content to be transmitted from the management server 110.
