PROBLEM TO BE SOLVED: To execute terminal-device connection suitable for the number of new terminal devices or the state of an ad-hoc network. SOLUTION: A radio part 12 or the like executes communication with other terminal devices while forming an ad-hoc network among them. When a control part 18 is assigned a role to approve participation of a new terminal device in the ad-hoc network, the control part receives a participation request from the new terminal device via the communication part. The control part 18 executes approval processing to the received participation request. When receiving participation requests from a plurality of new terminal devices, the control part 18 allows the plurality of new terminal devices to form another ad-hoc network among them and executes approval processing thereto.
