PROBLEM TO BE SOLVED: To provide a structure combining a fore and aft adjustment device and an impact absorbing device and capable of stably protecting a driver by devising a shape and an assembling structure of an impact absorbing member 20. SOLUTION: A center folded part 21 provided on an intermediate part of the impact absorbing member 20 is externally fitted in a rear end part of an inner shaft 3a. Additionally, end part side folded parts 22, 22 provided on both end parts of the impact absorbing member 20 are engaged with a front end part of an outer tube 4a in a state with a clearance in the axial direction. The both end side folded parts 22, 22 are pulled out from a front end edge of the outer tube 4a when the rear end part of the inner shaft 3a is pushed in the inside of the outer tube 4a by exceeding a moving region to carry out fore and aft adjustment of the steering wheel.
