PROBLEM TO BE SOLVED: To enable stable power generation by generating electric power by rotating a conical pendulum arm. SOLUTION: A casing frame 3 is disposed on a floating body 2 having a circular shape as viewed from above, which is moored at a predetermined position on the ocean's surface. A center shaft 11 is rotatably disposed between the casing frame 3 and the floating body 2, and a power generation means 21 is connected in the vicinity of a lower end portion of the center shaft 11. An upper end portion of the conical pendulum arm 31 which rotates as the floating body oscillates with waves is rotatably attached in the vicinity of an upper end portion of the center shaft 11, and a movable weight 32 is disposed on the conical pendulum arm to be movable along the axis thereof. Adjusting the position of the movable weight 32 allows the conical pendulum arm 31 to rotate synchronously with oscillation of the floating body 2 by waves at the installation place. Between an intermediate portion of the conical pendulum arm 31 and the center shaft 11, an angle restriction means 41 is disposed, which restricts a crossing angle between the conical pendulum arm 31 and the center shaft 11 within a predetermined range of angles.
