PROBLEM TO BE SOLVED: To provide a piezoelectric vibrator or piezoelectric device, wherein variation of CI values is made smaller and variation of apex temperature is improved. SOLUTION: The piezoelectric device (50) includes: a tuning fork type piezoelectric vibrator (20) having a base electrode which conducts with an excitation electrode formed in an oscillation arm (21); an insulating package (51) which forms cavity for mounting the tuning fork type piezoelectric vibrator inside and has an external terminal (82) outside; a connection terminal (81) formed inside the insulating package and connected from the external terminal; an insulating layer (87) which covers a part of the surface of the connection terminal; and a conductive adhesive (31) which conducts a base electrode with the connection terminal, and fixes the tuning fork type piezoelectric vibrator.
