SOLUTION: This communication device executing adaptive modulation in accordance with a communication situation includes a modulation method change part 31 carrying out determination of a communication situation for changing a modulation method to change the modulation method based on the determination result thereof. The modulation method change part 31 has an adjustment part 31b-1 composed to adjust a change method of the modulation method, and adjusting the change method of the modulation method in the modulation method change part in accordance with a communication situation.
