PROBLEM TO BE SOLVED: To playback and listen to sounds from the beginning without waiting time required for decoding. SOLUTION: This acoustic signal coder comprises a header information generation part, a head signal generation part, an encoding part, and a stored file output part. The head signal generation part cuts out the head portion of a PCM acoustic signal only by predetermined data quantity. The stored file output part outputs compressed data containing the incompressible PCM acoustic signal and the compressible acoustic signal. The acoustic signal decoder comprises a header information reading part, a head signal detection part, a decoding part, and a reproduced signal generation part. The acoustic signal decoder generates an incompressible reproduced PCM signal string in the input compressed data, decodes the compressible acoustic signal in the compressed data, and generates a reproduced PCM signal string of the decoded PCM acoustic signal.
