PROBLEM TO BE SOLVED: To determine whether the specific area of a read image or a specific image in the specific area is to be taken as the object of prescribed processing without being confused by pixel clusters other than those of the specific image. SOLUTION: A copying apparatus 10 includes: an image reading part 11 for reading an image; an image processing part 12 for applying image processing to the read image; an angle determination part 21 for determining the rotation angle of a pattern image in the read image; an inhibition block determination part 23 for determining a block as an inhibition code detection object on the basis of the distribution state of rotation angles; an inhibition code detection part 14 for determining a copy-inhibited document on the basis of the inhibition code detection results of the block as the inhibition code detection object; a condition code detection part 15 for detecting a condition code from the read image; a control part 16 for indicating image masking in the case of a copy-inhibited document; an image masking part 17 for performing image-masking to the image subjected to image processing; and an image forming part 18 for performing image formation using the image subjected to image masking.
