PROBLEM TO BE SOLVED: To provide a cleaning device and a cleaning method used for manufacturing a panel for information display capable of sufficiently cleaning particles of the surface of a cleaning roller without removing particles regarded as a display medium in a cell even when cleaning is performed, and without deteriorating display image quality as the panel for the information display. SOLUTION: In the cleaning device including the cleaning roller, a brush roller and a suction device, the cleaning roller 21 is configured as the cleaning roller whose roller surface is covered with a conductive elastic member 21 with grooves comprising the grooves 21a and crests 21b provided in an axial direction.
