PROBLEM TO BE SOLVED: To provide a toner having high fluidity for forming a high-quality image with high definition and high resolution, without causing a fog on a non-image part and without impairing fixability, and to provide a two-component developer, a developing device, and an image forming apparatus. SOLUTION: The toner comprises at least a binder resin, a colorant, and a release agent. As to the particle size distribution and particle number distribution, a volume average particle size of the toner paricles is set to be 3.0 to 6.0μm, and a content of 5.0μm or smaller particles is set to be 40 number% or more while a content of 8.0μm or larger toner particles is set to be less than 2 vol.%.
