PROBLEM TO BE SOLVED: To provide a program creation device for displaying a desired display pattern on a display without operating an operation unit. SOLUTION: This inspection support system is provided with a flowchart generation part 202 for generating a flowchart by arranging processing units on an execution flow; a program generation part 204 for generating the control program of an image processing controller 11 based on the flowchart; a display pattern generation part 207 for generating a display pattern configured of the arrangement information of display components by associating the display components with the processing units in the flowchart, and arranging the display components on an editor screen 40; and a transfer part 212 for transferring the layout information including a plurality of display patterns displayed so as to be switchable and layout information including input dialog to an image processing controller 11.
