PROBLEM TO BE SOLVED: To provide a plaster and a plaster preparation that do not require an acrylic polymer and can hold a large amount of an organic liquid component in a pressure-sensitive adhesive layer. SOLUTION: The plaster includes a support and a pressure-sensitive adhesive layer on at least one surface thereof, wherein the pressure-sensitive adhesive layer includes a first synthetic rubber component which is polyisobutylene, a second synthetic rubber component which is a rubber component other than polyisobutylene, a liquid rubber component bearing a crosslinkable functional group in the molecule and an organic liquid component, and the pressure-sensitive adhesive layer is crosslinked.
