A method of manufacturing a fuel cell separator (1), includes the steps of: preparing a first sheet (2), which is formed with a main material containing, therein, an expanded graphite material and a binder, and a second sheet (3) configured to face at least one of surfaces (25a, 25c) which are formed at an outer edge portion (25) of the first sheet (2); arranging the second sheet (3) to contact with the at least one of surfaces (25a, 25c) which are formed at the outer edge portion (25) of the first sheet (2); and forming a passage (22) on the first sheet (2) at the same time as pressure-bonding the first sheet (2) and the second sheet (3) by a pressurizing means (4). |
