PROBLEM TO BE SOLVED: To provide an application processor reducing labor of a user and a time required for completing a series of processing using an IC (Integrated Circuit) card, in the IC card storing a plurality of application programs.

SOLUTION: When it is decided that an application program is already authenticated at a security level equal to or higher than that for an application program to be started, authentication for the use of the new application program to be started is stopped.
