PROBLEM TO BE SOLVED: To send a packet, using of a router other than a dependent router at an end device, whereby the situation where resending is repeated is circumvented, when packet transmission fails. SOLUTION: When an end device d sends a packet to an end device a, the end device d usually sends the packet to a master router r3 of its own. The packet is sent from the master router r3 of the end device d, to the end device a via a master router r4 of the end device a. When a temporary blocking occurs between the router r3 and the end device d, if the end device d monitors the packet sent from the router r1, the end device d temporarily defines the router r1 as a sending master router r1, and sends the packet to the sending master router r1.
