PROBLEM TO BE SOLVED: To prevent the deterioration of electric discharging efficiency due to increase of a dielectric loss or the lowering of a dielectric constant, when the strength of an applied electric field is changed in an electric discharging device for barrier electric discharging. SOLUTION: The electric discharging device comprises a positive electrode 20 and a negative electrode 22 of which at least either one is covered by a dielectric element 21, a power source 12 applying an alternating current electric field between those electrodes 20, 22, and an dielectric element controlling means 11 controlling the dielectric constant and the dielectric loss of the dielectric element 21 according to the applied alternating current electric field.
