A block is used to construct a submarine tunnel, and includes a main body having a multi-pipe structure, including an inner pipe, an outer pipe, and an interim pipe interposed between the inner and outer pipes, by molding using a synthetic resin such that a plurality of diaphragms are formed between the inner pipe and the interim pipe and between the interim pipe and the outer pipe; a weight applying part, into which concrete is injected to apply weight, formed between the inner pipe and the interim pipe; a buoyancy applying part, into or from which air is injected or discharged to apply buoyancy, formed between the interim pipe and the outer pipe; and a road part provided within the inner pipe.
