An apparatus and a method for managing an underground fluid pipe are provided to prevent a leakage, a gas pipe explosion accident, and an oil theft by managing the fluid pipe in real time. An ultrasonic sensor module includes a cylindrical body and ultrasonic transmitting and receiving sensors(104,106). The ultrasonic transmitting and receiving sensors are installed in both ends of the cylindrical body. The bottom side of the cylindrical body is comprised of a permanent magnet to be attached to a water supply pipe. A power generation propeller(108) is protruded from the upper side of the cylindrical body. A battery charger and circuit components are installed in the body with a waterproof state. The circuit components include a first ultrasonic transmitting and receiving part, a second ultrasonic transmitting and receiving part, a controller, a battery charger, a battery, a hydraulic sensor, a flow velocity sensor and a memory.
