PROBLEM TO BE SOLVED: To provide a rotating tool for drilling capable of forming a hole with high drilling accuracy in a drilling object. SOLUTION: A rotating tool 1 for drilling is formed in a stepped shape, having a blade part for reamer drilling, a blade part for burnishing drilling, and a shank part sequentially from a tip side, with a diameter of the blade part for reamer drilling made smaller than the blade part for burnishing drilling. The blade part for reamer drilling includes a cutting edge 13, and the blade part for burnishing drilling includes a round land 21, a front flank relief 22 connected to an end portion of the round land 21 in a forward direction of a rotation of a tool, and a back flank relief 23 connected to the end portion of the round land 21 in a backward direction of the rotation of the tool.
