PROBLEM TO BE SOLVED: To provide a character size determination device and a character size determination method, for more accurately automatically determining character size of a character printed on a document. SOLUTION: While an edge in a main scanning direction of image data obtained by scanning the document is detected, the number of the edges is accumulated, an area wherein the edges are gathered in a sub-scanning direction is extracted as a character string candidate, and its character point number is estimated (S200-S250). While an edge in the sub-scanning direction of the extracted character string candidate is detected, the number of the edges is accumulated, an area wherein the edges are gathered in the main scanning direction is extracted as a character candidate, and the character point number is estimated (S260-S300). When the character candidate wherein the character point number and the minimum number of the character points of the character string candidate accord among the respective extracted character candidates is present, the according number of the character points is set to a character point number P (S310, S320). Thereby, because determining the character point number P by use of the character having nearly square width, the determination of the character point number can be more accurately performed.
