PROBLEM TO BE SOLVED: To provide a method of and an apparatus for forming counter hydraulic pressure by which high-quality panel parts are efficiently manufactured even when a high-strength material is used for a blank. SOLUTION: At the point of completion of the counter hydraulic pressure forming, the repeated hydraulic pressure in the form of the pulse is applied to a material 10 by repeatedly changing the hydrautic pressure of a hydraulic chamber 12 in a pulse form.
