PROBLEM TO BE SOLVED: To reduce effort and time for accessing a recording program. SOLUTION: The device includes: a means 108 to create operation history information; a means 106 to extract viewing and listening history information from the operation history information; a means 109 to discriminate a viewing and listening style which shows whether the program is of a viewing and listening erasure program or a storing program using program list information and the viewing and listening history information; a means 118 to specify a viewing and listening time band using the viewing and listening history information; a means 119 to obtain usage time band information which shows the viewing and listening information agrees with a time band or not; a means 111 which applies the usage time band information, the viewing and listening style, and the program list information to a forecasting model, and calculates a probability with a condition that the viewing and listening style is either one or not of viewing and listening styles with a condition that a user has interest to the program; a means 112 which applies the probability with the condition to the forecasting model, and calculates a viewing and listening probability value; and a means 115 to present a higher viewing and listening program in an easier position for the user.
