<p><P>PROBLEM TO BE SOLVED: To manufacture a material for civil engineering construction such as an excellent concrete aggregate and a cement admixture from a pulverized material of waste molten slag by eluting and removing at least aluminum in the surface layer of the material or processing to modify the properties of the material. <P>SOLUTION: Molten slag of city waste is cooled in air to obtain solidified molten slag, which is pulverized into a sand-like pulverized material. The pulverized material as stored in a cage-like container is sunk in a water tank filled with 1%-sodium hydroxide aqueous solution and agitated. After three hours, the cage-like container is pulled up from the sodium hydroxide aqueous solution; and the pulverized material in the cage-like container is transferred into a cage-like cylinder, which is rotated for 10 minutes to carry out centrifugal dehydration. Subsequently, the pulverized material is transferred into another cage-like container, sunk in cleaning water in a cleaning water tank and agitated for about three minutes, and then the pulverized material together with the cage-like container is pulled up.
