PROBLEM TO BE SOLVED: To perform contrast enhancement processing, while suppressing the increase in power consumption. SOLUTION: A CPU 24 reads a histogram out of an IF section within an image quality improving circuit 22 and determines, based on the number of pixels in a white-side gradation area, the correction characteristics of an input-side luminance signal. When luminance levels are distributed more at a black side and the total number of pixels in the white-side gradation area is less than the threshold, the CPU 24 determines the correction characteristics as correction characteristics for performing contrast emphasis processing. When luminance levels are distributed more in halftone and the total number of pixels in the white-side gradation area is equal to or larger than the threshold, the CPU 24 determines the correction characteristics as correction characteristics for stopping contrast emphasis processing. When there is no pixel in a black-side gradation area and the white-side gradation area, the CPU 24 determines the correction characteristics as correction characteristics for applying stoppage of contrast emphasis processing only on the white side, with the exclusion of the black side.
