PROBLEM TO BE SOLVED: To securely notify a person to be notified of an abnormality, in a system for monitoring the abnormality of a residence. SOLUTION: Abnormality information indicative of the abnormality in the residence is obtained. Personal state information indicative of the state of a person in the above residence is obtained.
