A composition for constructing wet roads is provided to facilitate a construction process for roads difficult to access by vehicles by using an inorganic solidifier with high degree of cementation and in situ soil. A composition for constructing wet roads comprises: 3-5wt% of inorganic solidifier containing KH2PO4, magnesium oxide, citric acid, magnesium chloride, sodium carbonate, calcium sulfate and sodium chloride in a ratio of 0.5~30 : 1~5 : 0.5~1.0 : 1.5~2 : 5~20 : 0.3~0.8 : 10~20; 25-35wt% of cement; 35-45wt% of water; and remaining amount of soil. The composition for constructing wet roads additionally includes 40-60wt% of steel-making slag on a basis of 100 parts of the composition for constructing wet roads.
