PROBLEM TO BE SOLVED: To prevent a radiating sheet on the front and a reinforcement hinge on the back from being damaged due to folding in a radiating panel for heating and cooling of a folded structure which, for example, is laid as a floor heating bed of flooring. SOLUTION: This radiating panel for heating and cooling includes: a heat insulating material 1 formed of foundation beds 1a, 1b, made of foamed resin compact; a water pipe buried in the front surface side of the heat insulating material; and a radiating sheet stuck to the front surface side of the heat insulating material 1, wherein the panel is folded along a folding line 6 between the beds. The radiating sheet is stretched between the folding lines 6 bent downward, and the reinforcement hinge is stretched between the back side of the folding lines 6 bent upward. The thickness part of adjacent edges of the foundation beds 1a, 1b constituting the water pipe crossing part of each folding line 6 is provided with a recessed part, whose corner parts on the bed front surface side and on the back side are recessed in the direction of separating from the folding line 6, and which forms a recess in the folded state for storing the radiating sheet and the reinforcement hinge.
