PROBLEM TO BE SOLVED: To provide a packaging filling device not damaging the surface appearance of a package container, hardly causing a variation and the vibration of a liquid level even if the container is formed and side-sealed by being strongly pressed at a high speed, and facilitating the control of the liquid level. SOLUTION: The packaging filling device forms a packaging container by forming a package material in a tube shape, longitudinally sealing both ends of the package material in the longitudinal direction of the tube 1, filling a liquid food from a filling pipe 7a in the tube-shaped package material to a liquid level, and forming a lateral seal and cutting below the liquid level in the tube lateral direction. The device has a pressure flange 20 constituted with a hollow cylindrical body and an upper end pressure buffering portion 21 provided inside the tube-shaped package material below the liquid level and above the lateral seal position.
