PROBLEM TO BE SOLVED: To provide a broadcasting program recording and reproducing system for recording a series of broadcasting programs into one recording medium by recomposition even when interrupting recording of the series of the broadcasting programs into the recording medium, and to provide a broadcasting program recording and reproducing program. SOLUTION: The broadcasting program recording and reproducing system includes a TS file producing means 102 for producing the TS file of a predetermined size by adding a serial number and/or time stamp time information from the TS of a digital broadcasting signal, a storing means 104 for sequentially storing the TS files produced relating to a predetermined number of the TS files, a TS file recording means 106 for sequentially recording a predetermined number of the TS files into a removable recording medium, and a TS file controlling section 103 for recomposing a series of the TS files by detecting the corresponding TS file when the recording medium is removed, specifying from the recording medium the TS file failing to record due to the removal, and interpolating the dropped TS file in the recording medium inserted again.
