PROBLEM TO BE SOLVED: To form an excellent image by preventing toner or the like from adhering to an image carrier. SOLUTION: The toner remaining on a photoreceptor 410 is removed by a brush 451A and a cleaning blade 452A. Potential of the photoreceptor 410 is measured by an electrification potential measuring sensor 421, and surface potential of the photoreceptor 410 between the brush 451A and the cleaning blade 452A is adjusted on the basis of the measured result.
