PROBLEM TO BE SOLVED: To provide a tone conversion device, a method and a program, which do not convert a color excessively due to an influence of brightness conversion. SOLUTION: A tone conversion device has an area division portion 11 dividing an input image, an input histogram preparing portion preparing a histogram with respect to an R component, a G component, and a B component per area, a target range designation portion designating a distribution range targeted for the histogram, a color conversion function preparing portion preparing a color conversion function, a brightness limitation conversion function preparing portion 14 preparing a brightness limitation conversion function, a brightness limitation conversion histogram preparing portion preparing a brightness limitation histogram, a color adjusting function preparing portion preparing a color adjusting function, and a conversion image preparing portion preparing a conversion image by applying the brightness limitation conversion function and the color adjusting function to the input image.
